My guess is at some point CCP will add NPC PLEX-to-isk trading stations, just like they do for bpos. You still buy PLEX, so that they remain detached from buying ISK for all the legal / account purposes, etc., but you will have the option to convert your plex into isk at a flat, unchangeable rate using npc market orders.
