Stop giving it high octane fuel… 
Actually this is the first time I’ve ever seen anybody post that issue…
Could try this, while in-game, go to Esc menu > Reset settings tab > Clear all cache files… That will prompt a relog and when you log back in, hopefully the issue will be gone…

The camera settings is default to dynamic, uncheck the dynamic camera.
