So why do the rats spawn at 15 minute intervals? you only get one sight per system, where as before we had alot of belts that all had 15 minute spawn timers, now we all have only one. this should be halfed for every astroid belt that was present in the system before the code was broken. otherwise this is a shameless fix to try and make plex warriors happy, so lame.
only as long as those belts spawn sansha incursion rats, just to keep thing fair.
Not sure if well thought out change or attempt to troll everyone who lives in null. 
Why would be it be trolling? It would be like an anomaly that you can actually farm like the old belts and the rats would not leave the DeoAsbBel.
