I don’t think anyone cares about what Code might or might not do. They just does, and CCP smiles while watching. Havn’t you noticed yet? I find it quite funny. Never caught my mind that it is bad for the game.
I’m aware that the folks in the war dec community don’t like the removal of the watch list system. That being said, blanket decs are only part of the problem.
He could be ganked now. And if he was in a noob corp, he couldn’t have been war decced before. Ganking is ganking, there’s no way to stop it and I don’t see a reason to stop it. It’s part of the risk of the game. And, unlike war decs, the data doesn’t show that getting ganked makes people log off and quit playing. The opposite.
The game is still dangerous, it will always be dangerous. This is a band aid designed to change the fact that the meta right now for dealing with a war dec is to log off for a week and not play. This provides another option for folks who don’t want to get decced but who also want to play. It doesn’t completely negate their risk, it just negates one aspect of it. They can still get ganked, scammed, tricked, etc. But the meta for avoiding all of those things isn’t logging off for a week, and that was the biggest problem.
I don’t think they’re going to be any more or less active than they already are.
I like the proposed war declaration changes.
War decs were broken and god only knows how many players were chased off from the game by them.

If you put in a reward system for the defenders it’s a better bandaid then broadstroking to structure owners only wars…
Lp for ships killed, extra isk for fighting, depending yourself, bonus SP for NewBros killing attackers anything is better then structure only wars…
Was the data regarding new players (less than a month?) I agree that when you don’t have much to lose, its not as big of a deal. But I believe it does affect certain players, the first time they want to move all their stuff to a new base

Hauler ganking was brought up for new players who take all their belongings to different systems, and get blapped, the CSM mentions adding a warning message in such cases, for example when new players load most of their net worth into a hauler, to help them be aware of the fact that EVE is dangerous.
Asymetric war goals are what is needed.
Nothing is going to get people who don’t want to fight to fight some organised group of killers. Under the current mechanics it’s a very bad idea, even with extra reward. Because the attacker chooses the when, & the where.
However if you reward them for eluding the people targetting them and succeeding in doing their mining/missions/whatever then you give them a good reason to log in and try and do things, while the attackers then get people in space to hunt and shoot at.
CCP seems to be really lost to their own game. This change will have not have any positive effect on player retention at all. How can you not see that?
I hope that victory conditions including rewards for defenders will be incorporated into the comprehensive revamp.

This is why we suggested the warning - because you’re not going to be able to make those players completely safe. It’s also why everybody suggests that instead of moving everything you own, you liquidate it, move, then buy new stuff in the new location.
I don’t recall if the data talked about how old the players were when they were ganked - this was from 2015 if I recall.
You can repeat things that are incorrect all day, won’t make them suddenly correct.
