Have you actually asked? In all honestly in fleets usually the FC actually wants line members to be quiet. I’d say in 90% of fleet comms I’ve been in I never actually have to “say” anything, just listen and respond to orders.
I actually read some of the recruitment requirements posted by some corporations in-game.

I mean in terms of talking vs listening of course. Yes Discord may be a requirement, because fleet comms are ESSENTIAL in fights. However fleet comms are very often one sided.
They better not be one-sided on my part or we’ll lose the fight before the enemy fleet even jumps into system
Dude you don’t need to be able to talk in order to join a corp or participate in fleets. Most groups want you on discord and/or other voice comm programs so that you so that they can easily communicate to you things like corp announcements or FC commands during fleets. Of course, difficulty speaking will make you ill suited for roles that require the ability to quickly communicate information and/or instructions, but fleets are not comprised entirely of such roles, and you can still have fun and make meaningful contributions. Moreover, most players will be understanding.
So, don’t hesitate to join any groups that require voice comms. Just be up front when you apply. Most groups wont care, and if you do run into any that do, you can just try the next one.

Eve’s former voice system was garbage. They encourage these 3rd party apps to be used over stuff being added to the game.
It frees up their time to work on more important things.
in general that’s most people in most fleets, being able to listen and execute is perfectly fine.

I’m glad I may be able to fleet for battle. It’s still a long way off but I like to be ready in advance.
Most corps require that you are able to listen on Comms via Discord - speaking is really only needed for FCs, scouts, etc. If your PvP interest is as a line member, you are probably fine without a mic. If you want to scout, or FC, you’ll need to spend a lot of time building a fleet doctrine and command/communication strategy - that’ll be a more challenging sell in some situations, but really depends on the PvP expectations for the corp.
Your best bet is to ask the corp you are interested in, explaining that speaking isn’t really an option for you - any decent corp will be able to find a way to make it work for you to be a part of things.
All corporations will use some kind of voice chat. Don’t let that discourage you to join them and join their fleets!
In fleets, the fleet commander (FC) talks, you listen.
It’s rarely necessary for fleet members to also talk, and typing is a good alternative, especially when you have made your limitation known. I do have a microphone and no issue with talking, yet I often type just because I find that more comfortable.

No one cared about me refusing to do voice, as long as I was listening.
And, as stupid as it may sound, if you’re scout watching dscan for enemies,
then a simple grunt into the microphone can be enough to raise peoples attention.
When everyone knows the sound means danger that’s already helpful.
In the right circumstances you can even FC, but of course that needs some training.
Like, I’ve had no problems coordinating a small three man gank fleet that way …
… and requiring some autonomy and common sense from my fleet members is totally fair.
Just need to know when to type and what to type.

I don’t think I ever want to be FC but if I can be a silent grunt then it’ll be perfect for me.
I’m no longer the CEO of anything but I don’t see a reason to deny somone that can HEAR to join a fleet. In our group Discord is used for messaging and announcements.
It really all depends on your role and how well you’re executing it, disability or not.
Hell, there’s literally blind people who play by having a program read the overview off of the screen at high speeds.

And you’re right, nowadays technology is amazingly helpful for people with handicaps.
