Because EVE is a PvP game built on player interactions. The ability to opt out of interacting with other players and solo farm AFK with zero risk or effort is incompatible with this design concept.

No. They’ll stay right where they are. Moving 20 - 100 billion worth of materials, BPs, and finished product 45 jumps is just not going to happen.

Summary: It’s apparently the end of Hi Sec, Null Sec was divided on what outcome they wanted (I’d like to hear more on what The Imperium’s plan is), CODE will likely no longer operate out of Niarja (though I foresee some very interesting times ahead with regard their activities ).
