I was blapping NPC mining haulers, and targeted a Ducia Foundry Impel. The Impel warped to its “safe spot”, along with its response fleet. I probe it down, warp in at 100km, and begin to lure the response fleet away from the Impel. One ship, a Ducia Foundry Arbitrator, repeatedly hit me, even at 500km distance. Is this WAD? I’ve been hunting these NPC haulers for quite awhile but I never ran into a ship with an accurate shooting range of 500+km.

Yes, it is part of the NPC programming. I suggest creating a bookmark at your 100km point then warp to that at another 100km. Or, have the bookmark window open and create a bookmark during the warp in that is apprx 500 to 3000km from landing. They will aggress you there and work their way to you.
For a T2 hauler I suggest allowing the tackle 300km away from the hauler before heading in for the kill.
