I can connect to the given address okay (though it doesn’t do much when you hit it from a regular web browser). Network diagnostics in the launcher work and report nothing is wrong. Launcher version is 1381807.
I am running into the same problem, It has been going on for at least 2 days. I have had no luck. I tried reinstalling the client, trying all the fixes like setting permissions, verify the install, etc. I keep coming up with the same page. I also tried previous examples like clearing the cache, etc. Not a connection issue since i can get everywhere else, and i can run the old client login page and it gives me i must use the launcher to login when the connection goes through to the server. Any other other suggestions would be great to hear about. Thanks!

Apparently when i uninstalled it the application had a hang up. I went in and attempted to uninstall everything again, and it worked this time. I deleted the CCP folder and the eve folder and everything appears to be working from the fresh install. Good luck if you have this same problem.
Game was working perfectly prior to 0830 AEST on 4/10/18 and CCP ( GM Sirius) have done nothing about it in over 36 hrs other to say… try this… try that… Well its NOT my PC or ISP or any other thing ON my end.
I have deleted the launcher and all leftover files and re installed but to no avail.
Is there a fix I can try whilst waiting for CCP to get back to me?
SO, I deleted everything, the game in its directory, the cache from %LOCALAPPDATA%, the settings and logs that live in the documents folder. Problem cleared up. I mean, sure, I had to rebuild overviews and market quickbar and default orbit distances and a bunch of hotkeys, but at least I got the client to run again.
I’m having the exact same issue. Everything was working a few days ago, now I only get the following error:
“This site can’t be reached
The webpage at https://launcher.eveonline.com/release/3104/ might be temporarily down or it may have moved permanently to a new web address.
ERR_CONTENT_DECODING_FAILED”
I’ve tried deleting and re-installing, but the launcher still displays this error.
