EVE won’t shut down because we would likely see some kind of agreement for community administration, because it’s really unlikely that this game will ever be so unpopular that there aren’t thousands, if not tens of thousands, of people willing to contribute to keep the game alive.
Something like this can’t really “die” so late after the fact. Games like EVE and WoW are at this point institutions, similar to some older MMOs that are still alive and thriving.
Barring catastrophic natural disasters and/or social collapse, I don’t see why not. EVE will always have thousands of players. Maybe at some point it won’t have six-digit active accounts, but there will always be enough people playing to make it a viable business venture for someone, even if it means downsizing the team and working mostly in admin mode only, as opposed to creating new content.
Unless, once again, they do something really stupid and catastrophic, such as making the game much safer (e.g. removing all PvP from high-sec) or effectively deleting the accumulated work and assets of long-time inactive players by reverting old-time rules and agreements on the fly without much warning. Such things could possibly be recovered from by reverting the game to an older state, though.

It only starts becoming dangerous when there are so few players, that the income from them can’t sustain basic maintenance. And even then, EVE, being what it is, will be able to attract angel investors and community bailout funding.
So just a slow death of in-game store milking, like Firefall did, and not an end of game event or theme for shutting doors? Just some sad announcement and pfft?
If anything, yes, and then shortly after that it will probably be acquired by someone else and reopened in a different capacity.
The only way EVE can be permanently shut down is if no one wants to play it anymore, and achieving that would require downright pathologically psychopathic mismanagement.

I think you should look into what has happened to all the other (once popular) MMOs. They do close down, even when people still exist who want to play them.
Barring licensing issues, though? Some games close down because they can’t sustain them any longer, but also don’t want to sell their IPs to someone else.
Dust wasn’t their flagship product, and they didn’t really take it seriously.
The irony being that if it was on PC, it would actually be pretty popular (look how well Planetside 2 is doing).
In the event that EvE does shut down, CCP has a storyline for that which has been running since before the game launched; it’s called the Prophecy of Macaper. CCP quoted the fifth event when they teased the Drifters’ weapons, which indicates we have two events left before the in-universe apocalypse: “what was many now becomes one when one becomes four” and the “return of the dark light from the heart of the mother”.
There’s speculation that the former refers to Dust 514 in some way, and the latter might refer to the EVE Gate reopening and the Terrans coming through or the Triglavians darkening suns, but there’s no real way for us to know until CCP tells us.
People have been saying what you are saying since at least a year after the game launched, user numbers rise and fall like the tide but the game is still going.
Some new players stay, some don’t. Eve isn’t for everyone. It shouldn’t be for everyone, it’s niche.
