Objective
Since Eve Online is a massive sandbox for multiple types of gameplay but the clear majority of it is tailored towards PvP in one way, shape or form and the individual pilot’s lives have very little room for in game avatar interaction or even a “customized lifestyle”. CCP just retired the last part with the captain’s quarters and maybe it’s a way to think of it as a separate type of objects in the game rather the embedded options all over the place.
I would suggest to start introducing civilian structures that are focused on some smaller aspects related to PvP, such as Bounty Hunting and Mercenary Services, but mainly on community and player lifestyle. On top those structures and the related features would give corporations and alliances a whole new set of options for corporate branding and creating an in game visual identity.
Some of those structures can be introduced pretty much now with the given systems and no major overhaul. Some require the related gameplay mechanics to be changed to become really useful or to be invented completely from scratch.
All Structures should be following the same basic mechanics as we can see in current Upwell structure design, however some substantial differences may apply.


Paint Shop

The purpose of this structure is to allow player driven customization of ship and structure skins and help Corporation and Alliances to build a Corporate identity. On top this would make Skins actually more meaningful overall and I guess some very creative minds out there would start running a Skin design Business. :art:

BASIC FEATURES
· Docking Rights: All Ship Types and Classes can dock up (Owner Settings apply)
· Available Services: Docking, Fitting Service, Insurance, Lab
· Anchoring Restrictions: None
· Special Features: None
· Vulnerability timer: 1 hour per week in HS, 4 hours per week in Low Sec and 8 hours per week in WH and Null Sec Space
· Available Sizes: M only.
· Rigs: 2 Slots. 1 for Time and 1 for ME efficiency for Custom Paint Lab
· Requires Fuel: Yes for Service Modules installed
· Slots by Size: M = 2
SERVICE MODULES
· Arts Studio: Create customized ship and structure skins based on player driven designs
· Custom Paint Lab: Enhance skins with additional bonus to hull resistances or ship weight (mass)


Personal Habitation Module
The purpose of this structure is to allow players to build their own home and allow personalized living space with some additional features where people can enjoy in game entertainment or relax after a hard day’s life of killing, ganking, scamming, mining, hauling, harvesting, trading, or whatever gameplay the respective player favors most. This is a personal structure for the owner only.:european_castle:

BASIC FEATURES
· Docking Rights: Pods and Shuttles (Yachts with respective module installed), only owner can dock
· Available Services: Docking, Cloning, Medical Clone
· Anchoring Restrictions: None
· Special Features: Invisible on D-Scan, only owner can dock up, 75% base resistance on all damage types
· Vulnerability timer: S = 1 hour per week, M = 2 hours per week, L = 4 hours per week
· Available Sizes: S (normal House), M (Villa), L (Mansion)
· Rigs: No
· Requires Fuel: no
· Slots by Size: S = 1, M = 2, L = 4
SERVICE MODULES
· Expanded Docking Bay: Allows docking of Yachts
· Bacta Tank: Allows Medical Clone set up
· Clone Pod: Allows Jump Clone set up
· Entertainment Module: Allows facilitation of Twitch, Internet Radio, TV Services

Opportunities:
CCP Advertisements and CCP Eve Online as well as The Scope News published in game


Civilian Space Port
The purpose of this structure is to allow players to socialize and “WALK IN STATION” :smiling_imp:…I know… don’t kill me just yet… :crazy_face: Also since this is a space port there will be all kinds of scum running around hence the entertainment is tailored to that type of audience

BASIC FEATURES
· Docking Rights: All Ship Types and Classes can dock up (Owner Settings apply)
· Available Services: Docking, Insurance
· Anchoring Restrictions: none
· Special Features: walking in station, 75% base resistance against all damage types
· Vulnerability timer: 4 hour per week in HS, 8 hours per week in Low Sec and 16 hours per week in WH and Null Sec Space
· Available Sizes: L only
· Rigs: none
· Requires Fuel: No
· Slots by Size: L = 3
SERVICE MODULES
· Moes Pub: Basic Bar with customizable layouts where people can meet.
· Club 51: Pole Dance Club with customizable layouts where people can meet.
· Casino: Allows people to interact in mini games like Poker and Roulette Owner may apply tax.


Black Market Outpost
The purpose of this structure is to allow players to set up hidden market places for all illegal stuff and hire mercenary and bounty hunter services. For this to work I would suggest to overhaul the Bounty system so that actual Bounty Hunting Contracts can be offered and traded. There are plenty of suggestions from other players out there on the Bounty system, pick one you like :slight_smile:. Ther Mercenary Service is pretty much a Region wide “Ebay” for Mercs to offer Services and for “customers” to find the best suited one. This Market can only be accessed in a Black Market Outpost, means if you want to hire a Bounty Hunter or Merc, you need to get your ass over there.

· Docking Rights: All sub capital ship types except ships with a Ship Maintenance Bay or Fleet Hangar can dock up (Owner Settings apply)
· Available Services: Docking, Insurance, Market Place, Lab
· Anchoring Restrictions: can only be anchored in non-empire and WH space.
· Special Features: no alpha clones allowed in this station, not visible on D-Scan or Overview
· Vulnerability timer: 4 hour per week
· Available Sizes: M only.
· Rigs: 2 Slots. TI and ME enhancement Rigs for Drug Lab
· Requires Fuel: Yes for Service Modules installed (Fuel Bay can be accessed Externally)
· Slots by Size: M = 3
SERVICE MODULES
· Drug Lab: Laboratory for enhanced drugs and booster manufacturing
· Bounty Hunter Agency: Agency for trading and collecting bounty
· Mercenary Market Place: Market Place for mercenary services offered by player corps or single players where Mercenary Contracts can be created and sold, Mercenaries or Mercenary Corporation can be rated or Mercenary Licenses for a given region can be purchased from Concord.
· Black Market Place: Allows buying and selling of all illegal item such as Salves, Pets, Drugs and special collectables etc…


Recreation Center
The purpose of this structure is to allow players to chill out and have a nice view into the wide and rough space around them. This is totally useless structure, only for hanging around and to provide an alternative to ship spinning :wink:

BASIC FEATURES
· Docking Rights: Small Ships up to Frigate Size can dock up (Owner Settings apply)
· Available Services: Docking, Insurance
· Anchoring Restrictions: can only be anchored in empire space or space where the anchoring corporation/alliance also owns the TCU in the system.
· Special Features: allows walking in station. Indestructible but will become a wrecked site after it ran out of fuel for more than 21 Days. Wrecked site can be salvaged and docked up ships will eventually drop as loot. In Null Sec space, it automatically goes offline and cannot be fueled if TCU is lost. Only until after a new TCU of the same corporation/alliance is anchored it can resume operation. If this does not happen within 21 days, the site will get wrecked.
· Vulnerability timer: none
· Available Sizes: S, M
· Rigs: none
· Requires Fuel: Yes for Service Modules installed (Fuel Bay can be accessed Externally)
· Slots by Size: S = 1, M = 2
SERVICE MODULES
· Public Park: Allows walking on station and will give owner to select park layout (Oasis, Forest, Jungle, Beach, Ancient Ruins, City Park)
· Movie Theater: Allows movie streaming of featured movies or logging in to Broadcasts
· Observation Deck: Allows people to have an open live view into Space of the respective System with a remote controllable 360-degree camera. Or just view “or of the window of the station”


Architecture Bureau
The purpose of this structure is to build civilian structure service modules and custom billboards as you better should trust an architect not an engineer to build you a nice home… who wants to live next to pipes and exhaust vents or a visible sewer system :thinking:

BASIC FEATURES
· Docking Rights: All Pods and industrial ship types except Orca, Porpoise and Rorqual (Owner Settings apply)
· Available Services: Docking, Insurance, Specialized inventory
· Anchoring Restrictions: not available in WH space
· Special Features: none
· Vulnerability timer: 1 hour per week in HS, 4 hours per week in Low Sec and 8 hours per week in Null Sec Space
· Available Sizes: S, M
· Rigs: none
· Requires Fuel: Yes for Service Modules installed
· Slots by Size: S = 1, M = 2
SERVICE MODULES
· Housing Department: Allows Building of Service Modules or Personal Habitation Module
· Civilian Building Upgrades Store: Allows Building of Service Modules for all Civilian Upwell Structures
· Corporate Branding Office: Allows building of player owned billboards and Broadcast Centers


Broadcast Center
The purpose of this structure is to enable corporate and alliance broadcasts through the galaxy. The broadcasts can be viewed in the personal habitation modules or shown on the player owner billboards that can be mounted on Upwell structures.
The Broadcast Center allows creation of one channel that can be tuned in by any player or can be set a s default channel for any player owner billboard.

BASIC FEATURES
· Docking Rights: Shuttles and Pod only
· Available Services: Docking,
· Anchoring Restrictions: not available in WH space
· Special Features: Configurable Broadcast Messages sent to billboards and/or personal habitation modules in New Eden. Cannot be received in WH space.
· Vulnerability timer: S = 1 hour per week, M = 2 hours per week
· Available Sizes: S, M
· Rigs: none
· Requires Fuel: Yes for Service Modules installed (Fuel bay can be accessed externally)
· Slots by Size: S = 1, M = 2
SERVICE MODULES
· New Eden Wide Broadcast Node: Allows Broadcast of corporate/alliance programs through New Eden.
· Billboard Broadcast Connector: Allows the send out a Broadcast Program that can be received by all player owned billboards


Player Owned Billboard
The purpose of this structure is to enable corporate and alliance broadcasts to be viewed outside of Upwell structures for advertising purpose. This can also be used to advertise for Services provided in the respective structure by showing configurable text messages on the billboard. If no service module is installed the billboard will only be able to operate in the text message mode.

BASIC FEATURES
· Docking Rights: N/A
· Available Services: N/A
· Anchoring Restrictions: Can only be Mounted on Upwell Structure such as Citadels, Engineering Complexes, Refineries, Civilian Space Ports and Recreation Centers of the respective owning corporation.
· Special Features: Configurable to receive Corporate or Alliance Broadcast Channels from all over new Eden. Cannot be received in WH space. There is can only operate in text message mode.
Will get destroyed if the Upwell Structure it is mounted on is unanchored or destroyed.
· Vulnerability timer: N/A
· Available Sizes: S
· Rigs: none
· Requires Fuel: Yes for Service Module installed (Fuel bay can be accessed externally)
· Slots by Size: S = 1
SERVICE MODULES
· Broadcast Receiver: Allows to tune in in all available channels of corporate and alliance adverts in New Eden


Closing Comments:
The structures and service modules open up a whole lot of different variety of things that need to be worked out in details, such as a complete overhaul of the bounty system, customizable skins with effects on hull resistance and ship weight, a new market place for Mercenary Services where people can actually buy and sell Mercenary licenses or contracts. Also, some advanced drugs and boosters, some casino mini plays that can be a viable source of income for the owner of the structure and of course the “walking in stations” feature. So, there are a lot of details to be worked out and on top the abuse of those structures for non-intended purpose need to be reviewed and prevented where possible.
However, the civilian sector of New Eden will be boosted quite a lot with this type of game play and I guess if CCP is creative, it will open up a bunch if income sources for them as well, thinking of the in-game streaming service and attracting a different set of players including more mercenary and bounty hunter scum, which we all like to see coming :grin:

Seems like I put too much content or the eve world simply does not like the concepts :slight_smile:
maybe I’ll try with some more detailed individual concepts as I specifically like the Paint Shop and the Idea of having a real meaningful black market outpost.

Of course the personal habitat is another cool thing I would like to have… my own mansion somewhere in space !!
