Does purchasing the skill point bundles reset?

If the skill points are a one time buy per account, CCP is leaving money on the table. I am not talking unlimited but once every 3 or 6 months would be ok by me. I would rather give CCP a little money and get all the skill points. Compared to buying skill injectors and getting next to nothing.

The bundles have reset a couple of times since I’ve been back (2019). This may or may not continue to happen.
