How to make Shipcasters useful

Currently Shipcasters allow FW people to gate from HS HQ systems to three frontline systems on the frontline. The theory I suppose is that it provides easy access too the content zones in FW. In practice these shipcasters are all but worthless. Nobody uses them either to stage out of HS and be active in the warzone, or to do much of anything with them.
