Not sure what you are going for with this but fleets are generally formed by alliances and coalitions, so your best bet is to join an alliance that operates outside of highsec and fly in it’s ops.
Another option are NPSI fleets, where anyone can show up for individual ops with the right type of ship.
If having the leading role is what you are mainly after, then I really don’t know what to say other than that I’m not a fan.
