Is there any logs for who put in fuel and more importantly who has taken it out as I bought fuel 2 days ago for my Raitaru and today someone has taken out 4k of oxygen fuel blocks

Nope, start revoking roles from people.

Only Officers and certain Corp Managers can do that, so you should have a look at your Corp’s roles and who you have assigned them to.
