Because it’s illogical and causes unintended consequences.
FW doesn’t need forced enlistment or war decs both of which cause unintended consequences.
If your standing with an empire is low enough, their faction police will hunt you. War decs also make traveling your own faction’s space risky. This is why FW is mostly dead.
