Strange, because Havac was released in December. No november which is curiously missing from your chart.
But beyond that as we have discussed before, More accounts does not mean more players, especially over the holiday Omega sales. Where tond of people activate crap loads of alt accounts.
Knowing the above I am not suprised at all by that chart. I activated 5 new accounts myself. And I know people in my current group of friends who just activated just as many and some more.
So your chart is irrelevant. As there is no way in the data to distinguish alts from real players. And CCP wont release that information for a reason. Because there are more Alts, then players. In fact I would hazard to guess there are on average 5x the Alts there are players. Meaning if that number says 25k, the real number is more like 5k.
This conclusion is easily reached by doing simple math from in game information and what random people you ask how many alts do you have say.
It is NOT missing, objectively you just deny seeing it because it’s inconvenient to your narrative. It is where it says NOV 23 in big letters on the bottom. In fact, the peak PCU for the whole of 2023 is marked by a big purple line on Havoc release day called PCU 23.
Here I’ll even highlight Havoc for you, notice the lead up of PCU count as players rejoined Eve in preparation for the full release — players were joining in droves not leaving (ex: Zarzakh launch at fanfest which was September 23):

At this point its not enough to fix ganking. There needs to be a series of updates that signal goodwill toward the EVE online community before it will start growing again.
Give me a trillion isk, and I will make the ganking problem go away.
