Maybe you donāt understand the mechanics? Unless a ganker is -5 or less, or has an active suspect or criminal flag, they enjoy CONCORDās retributive protection, same as anyone else, right up until they pull the trigger with enough combined DPS to alpha their target. There is no second move. Which is why I said, if they disable safeties in hisec, they should have to take a suspect flag. At least that way, if a fleet of catalysts shows up in my mission site, Iām free to open fire before they pull the trigger, and I wonāt lose my ship to CONCORD for preemptive self-defense. In a ten-to-one, Iāll probably still lose. Or I might alter their DPS math enough to still be in hull when CONCORD arrives. Either way, I have more options than to spam warp.
Understandably, no ganker would want the above change, because their gameplay depends on having the first mover advantage in an engagement. They arenāt looking for a fight. Theyāre executing an ambush. (Thatās not disparagement by the way, just a statement of fact.) Their strategy requires flying disposable ships, selecting predictable targets, carefully timing their engagements, and not worrying about someone shooting back or shooting first before the target is destroyed.
I respect the hustle (honestly, I do). I just find the asymmetric gameplay somewhat unbalanced (speaking as a not-a-ganker).

If disabling safety in Hs will trigger a suspect flag. PVP in HS will more fun and wild.
Nullsec/Lowesc players who forgot that their safety are disabled before jumping highsec will be a collateral damage.. Hope there will be no warning.

I immediately foresee some issues. Letās say āreal PVPersā, fighting in low-sec/null-sec/WH. Obviously, safeties are red. Now the pilot jumps to high-sec.
In all these cases the result is pretty confusing for players. Not sure CCP would ever touch this.
Well. A warning can pop up before and after they jump in HS + Suspect flag will only be activated after the invulnerability expires.
The Devās can figure that out. if theirs a will thereās away.

There is nothing in the game that stops you from playing the same game gankers play. The complaint that avoidance is not real counter play is silly. You are not forced to only avoid gankers. You can play the same game they are playing. If there are gankers in popular gates ganking haulers and it rubs you the wrong way, steal their loot after the gank. If there are bumpers or gankers harassing your mining operations, go fight back! An untanked catalyst is easy to pop.
Iāve heard over and over how easy the gankerās game is, but when it comes down to it, you wonāt put your money where your mouth is a and fight back. Concord doesnāt scare gankers. Why does concord scare you?
Iām already messing with it. I can find capsuleers in-game that have a great influence with The devās or a super whale. This is My PVP way.

The most fun I had playing WoW back in the day was the week after I understood that fundamentally it doesnāt matter who wins or loses a PVP fight. I spent a week āgriefingā higher level alliance hunters from being able to tame the desired pet Snarler. (I was a horde hunter). It was really fun at the time. I didnāt care if I was killed, as long as I achieved my goal of protecting Snarler from those terrible alliance hunters.
EvE is a sandbox. Within the confines of the game, you can do anything. Sure, you are going to have to deal with the in-game consequences, but it is the same consequences that the āgankersā face, and they work around it.
Quit giving the gankers the initiative, then complaining about it. If you want to do something about it, do something about it. If you just donāt want to be aggressive for role playing reasons, or you donāt have it in you, then move to a different system. The gankers will get bored and move on if no one gives them isk and salt.

Nothing makes someone look weak faster than crying about something that they havenāt tried to do anything about.
Those āreal PvPā players in WH space or NS can just be fighting with safeties green.
Safeties are largely irrelevant outside HS.
Only LS also has some safety rules, which may cause players to fight with safeties yellow rather than green.
Jumping into (weird) HS space during a LS fight already can be confusing, because if you have just podded someone in LS and then jump to HS you get your ship CONCORDED for what you did in LS, I think.
Itās already confusing and strange, so this new rule wouldnāt change much.
I like the idea that someone with safeties red is always suspect in HS.
Other games like Albion also allow players to āflag themseves for PvPā that allows them to attack others in relatively safe zones, but on the same time allows others to freely and preemptively attack the person flagged for PvP.
While I donāt think ganking needs another nerf, I do think this change to make players with red safeties suspect makes HS criminal PvP more interesting as it allows counters before a victim is attacked.
It also gives a (false) sense of security if there are no suspect players around, and opens up new forms of suspect baiting when players can easily flag themselves suspect at any time through safety settings.
If I hit you with a frying pan without warning , you canāt say we didnāt have a fight because we did , you deserved it and I won.
What you want is a fight on your terms in which you would have a chance of winning, Now giving you a chance to win would be plain stupid as I want to win.
