Jumping into (weird) HS space during a LS fight already can be confusing, because if you have just podded someone in LS and then jump to HS you get your ship CONCORDED for what you did in LS, I think.

Yes, and yes.
You get CONCORDed.
People do this.

I remember a moment when we were roaming and had a fight on a gate to HS. And one of us jumped the system to evade lossmail… and got CONCORDed. And only then we noticed that we are on the HS border.

Not telling the change related to safeties and suspect status is bad or not possible. We will see.

I would say, 10-30s to go to or from red, maybe depending on system security. Just enough to prevent flip-and-fire.
