No, it doesn’t work like that.
If your suggestion has a set of very direct, specific consequences, then all of those consequences are intended. Either admit to it, or find another solution that only results in the effect you seek (that is, a solution that makes ganking more fun for the victim, without nerfing ganking). Good luck.
Completely separate considerations here. A change isn’t judged only by how many players it affects.
Removing all of the ISK and items from the top 10 richest players in the game, and redistributing it all to everyone else, would negatively affect only a small amount of players, and create a lot of enjoyment for everyone else. Should we do that too, then?

Then argue that the current tag mechanic needs a balancing pass, possibly by making the tags rarer (and by effect more expensive).

If certain players find hauling to be boring, then they shouldn’t haul. I don’t expect anyone to do anything they don’t enjoy.

Why would I do that. As I said very few people freighter gank, but those that do, gank a very large number. So on that basis make it so the larger number of players can have some fun with it. Nothing wrong with that, good game design.
