I’m not sure that packs can be gifted directly, would recommend reviewing:

and optionally contacting support directly to see if they can assist.

How about the MarkeeDragon 2019 Starter Packs that issue a code once purchased?

3rd party stuff might be different

@Tweek_Etimua You can gift a pack if you’re on Steam and the person you gift it to is also on Steam.
Go through the purchase steps then choose the “Gift someone” instead of “Purchase for self”.
