HS dwellers are denying themselves the chance to pilot a capital ship.
Those that are truly interested in cap-piloting will eventually move out into the hinterlands.
Those that just daydream, will continue to do so.
Space is not just ‘space’, Citizen.
Empire Space belongs to the 4 Empires, and they have a vested interest in complete control of capital ships in their space.
