How do you check if a structure is fully operational? Sometimes you get to one and none of the services are active. How do you find out without having to go there first?
You don’t
If none of the service modules are active/fueled, the citadel will show up as [LOW POWER]. It means the citadel is probably abandoned and easier to kill.
You need to be on grid with the citadel in order to see this though, I don’t think there’s a way to check this remotely.
You see someone from the corp inside. Your ship scan reveals modules. The structure is not in low power mode. You attack it with something and it shoots back.
You use the structure browser to check if it offers any services that require a module to be fueled?
Easy, when the technological monstrosity starts firing on the rebel fleet over Endor.
