The simple reality is that they can’t because a group of veteran players has convinced them that if they ever dare to change the dynamics that hinder the game’s growth according to people who have left, they’ll leave themselves.

So it’s catch 22 and like so many other MMO’s, they know this and are developing a spin-off in the hope that it can allow them more freedom to move away from their current limitations. The chances of success are incredibly slim, but it beats having an argument with people who are holding you hostage, and may allow them to demo some concepts that eventually help EVE.

Ultimately the game will continue to die as long as they refuse to accept that survivor bias is not validation of a strategy.
