You cannot.
You empty it into your freighter, shut it down, put it into your freighter, fly to your target system and install it near your new control tower.
As the user above said, you must empty it before offlining it. Otherwise it either disappears or gets ejected, not sure which.
And yes you can use It for personal use, but you need to have a tower that is online in order to anchor and use it. This costs isk, both to purchase the tower and buy fuel to run it.
You also need the proper roles in your Corp.
Keep in mind CCP will be phasing these structures out now that you can compress in citadels. So they may disappear or go offline soon even if you anchor them.
