Not possible. By design.

It was changed a few months ago.
Before you could load up all your low slots with warp stabs if you wanted.
Now just 1 per ship. 
Doesn’t depend on Alpha or Omega either.

And as a bonus, I’ll throw in this old adage:
"Warp Core Stabilizers might save you today. But they won’t tomorrow or ever again."
(translation: Do not rely on them to get you out of danger. “Hunters” who have encountered them before will have tactics to counter them)
