How to spawn small asteroid cluster in NS if you cannot start with regular asteroid belt?

Hello,

something I don’t understand here. Due to inactivity, there are no more asteroid cluster in one of our NS system.

you have to mine to make it spawn back but how to do it considering all the system asteroid belts are now empty forever?

The only way I see is to pray for an ore anomaly to spawn in the system or anchor an athanor and start mining a moon. Or hope to have asteroids to mine in a combat mission in that system.

Am I missing a piece of the puzzle here?

Yeah belts are broken in nullsec since last ore patch. priority was to nerf ratting , and not to fix stuff.
