How will pirates that hunt you down affect PVE?

Highsec content must be:

1. doable in less than an hour login to logout
2. dependable (you’re rewarded each time you do it)
3. rewarding (in any sense: isk OR fun OR chitchatting OR doing other things while you EVE)

5. must be expanded regularly to avoid staleness
