Remember: high-sec PvP is an oversight made by CCP that they don’t know how to correct/fix. It was obviously not an intentional feature because no rational developer would implement a feature like that into their game.

Nope. Original cheats were added by dev, but using them made you dishonored.

What is true, is that cheating or not must be acknowledge by the devs. In MMOs cheating is bannable offense - in eve the only cheating is in the test server /booststandings /moveme
Now in case of organized events cheating is also when you don’t respect the rules of the event, typically you used an offgrid booster for a duel at sun, or in sport you used forbidden drugs. Its possible (because organizers are not devs).
The thing is that there is no “honest” way to play in Eve. Emergent gameplay means that if you like it, you should do it - as long as it’s not forbidden. So those people are trying to push their definition of “honest” in the game - it’s just wrong.
I think it’s honest only if everybody gives me 1B a day.
Therefore, the one claiming other people are cheater because he doesn’t like their gameplay is dishonest - making HIM the cheater.
