If I would rat in low sec, I would use a Rook for ratting in anomalies and a T3 Destroyer for belt ratting.
But I guess you donât have the skills for these yet, so I strongly recommend to go at least back to the standard Hurricane. If you insure it at highest rate you get a lot of the cost of the hull back. This will save you like a 100 million ISK each time you die to some frigate, compared using the Hurricane Fleet Issue. Try an active tanked (Shield Booster), close range (Autocannons) destroyer (Trasher) for the job. It will get you far and when you die you loose much less.Three battleship-bounties should have already paid for it.

With the current fit of your Hurricane FI, I donât see much chance to fend of the next âgankerâ, as you call them. If you are not freaking fast and at a good range already someone will get too close, so your guns wonât track him anymore. The Light Missile Launcher wonât deal enough damage alone to kill an active tanked frigate. Without a MWD you also wonât be able to kite someone chasing you. And the seconds your MJD needs to cycle are plenty of time for a fast frigate to reach and scram you, shutting down the MJD and leave you to a slow but sure death.
About the rest of your current fit, letâs say Artillery without an MWD and Nanofibers in the low slots is a very bold choice if you expect to get into pvp situations. When you need to rely on the range of your guns your life depends on the ability to dictate the range of the fight. Staying in the optimal range of your own guns while staying out of the opponent. This does only work if you are faster than them. So you would like to get at least 3.000 m/s to keep range for most firgates. The more the better. In my opinion kiting is one of the hardest ways to do pvp, at least when you fly something with the size of a cruiser. It requires a lot of manual piloting and knowledge about the capabilities of the ships involved.
It is temping to go for the bigger ships right when you have the skills to sit in them, but it will put holes in your wallet if you go into hostile space right away. If you are okay with that, thatâs fine too.
But personally I feel like learning with cheaper (usually that means smaller) ships, and improve skills and knowledge about the game is a wise choice before hopping into the larger vessels. In Eve knowledge is one of the biggest factors that will keep you alive.
