Insurance does nothing with your cargo, it just gives you an amount of ISK if your ship is destroyed.
What do you mean ‘at the station you got a time out message’? Were you not able to dock?
Is it a player owned structure or an NPC station you’re supposed to deliver to?
- NPC stations have a square icon - you should always be able to dock in them, so try again
- player owned structures are upwell structures and have their own docking rules
If you’re supposed to deliver to a player owned structure and are not allowed to dock you can warp to the structure, rightclick and use the upwell cargo deposit to get your items into the structure even if you aren’t allowed to dock:
