That ‘snuggly shuttle’ could scout for the fleet in the next system and could if it warped to the mining ships provide a quick warp-in spot for that same fleet, massively reducing the time you have to react as miner.
It only makes sense you put a mining fleet on high alert with your mere presense regardless of your ship type.
Not everyone has time to deal with high attention mining at all times. Real life could have other things going on, so the easier option then can be to warp to tether and just wait for the neut to move on, which they eventually do.
