Implants are an ISK sink (for the nitpickers: A large part of Implants are an ISK sink) and introducing an extractor for them might have a negative influence on that.
LP Store sinks have been around 7T per month, making 10-15% of overall ISK sinks recently.
From a very brief scan of the market history, I’d say that high-demand Implants could easily be the source of 1T ISK sink per month, potentially more. Might not be that much considering the overall amount of ISK sink, but it’s certainly a factor.
Overall I don’t see the necessity for this proposal. The only time this could be really useful for someone was if they accidentally plugged in a wrong, expensive Implant and need to unplug it. It happened to me once and it sure wasn’t nice. On the other hand, these things happen and we can’t expect CCP to introduce a new mechanic everytime we make a mistake.
The other case, were you want to use different implant sets, is already doable with a Citadel Clonebay. Currently it is limited to 1 Clone per structure, so if you need a whole bunch nearby, things can get a bit cluttered. However, to solve this it would be better to look at increasing Clone per bay or something like that.

Yep… I am getting the feeling CCP keeps implementing things because people are so prone to make mistakes. But that is just a perception I have without knowing detailed facts which I will never know since I am not a CCP employee.
But majority these kind of complaints are coming from the peasants of EVE. So in EVE fashion… I am going to wear my monocle again and just call people peasants. Seems oddly appropriate.
