Here is an idea to improve ECM a bit:
Change the sensor compensation skills from passively increasing the ship sensors, instead make them improve the corresponding modules to increase the attribute (sensor boosters, signal amplifiers etc.) While also adding more sensor increasing bonuses to other electronics modules and rigs.
What I want to encourage here is more thought when fitting your ship, less passiveness and more proactive/reactive decision making on the fit screen.
To make it short I want the similar changes to shield compensation skills made for the sensor increasing skills while also adding more sensor improving goodies added to already existing modules. Cancel the already passive bonuses, BUT by fitting the desired electronics you would have a bonus gain far greater than when the attribute was passive oriented, accentuating thought and decision making, while accentuating open vulnerabilities in your hull when you are not caring about using them.
