Possibly the recommendation was because Electus Matari have an existing facility and staff for receiving freed slaves. Said facility having experience in handling TCMC removal, handling Vitoc related issues and generally easing people into making decisions for themselves instead of being told what do do by an authority figure all the time.
My understanding is that U’K are more about retrieval than what comes afterwards. That said I am happy to be corrected should someone from that alliance know better.
