Ok, let’s get constructive here. My alliance mates will perhapes not like it that much because they are the ones who shot you But anyway:
You should try this (i assume in this example that you are in a frigate without a cloaking device):

If you jump through the gate and see a dictor, stay cloaked and don’t panic. Have a look arround.

Your ship will be somewhere arround the gate in 15 km distance while the dictor is usually at 0 so that his bubble can cover the whole gate and prevent you from warping away.

Check your overview for Asteroid belts, custom offices or other celestials that are in the opposite direction to the gate / dictor.

If you have one, ALIGNE (not warp!) to this celestial, overload and activate your microwarpdrive and start burning towards this celestial. Frigates usually outrun every dictor easily. And in standard situations, you are NOT in scram / web range of the dictor. At least at the point when he gets a target lock on your ship.

Even if he manages to put a scram or web on you for a moment, frigates accelerate very fast and the initial speed boost from your microwarpdrive is usually enough to swing you out of his range (activate MWD again if he managed to scram you for a moment).

As soon as you are out of his bubble, press warp.

If you don’t have a celestial that fits you, just burn out of the bubble in the opposite direction with overloaded mwd and as soon you have enough distance to the dictor, warp to wherever you like.

Or just reapproach the gate with overloaded mwd. Especially if the dictor has Interceptors supporting him. Your acceleration is so fast that it is nearly impossible to prevent a frigate to reach the gate, even if you have scram and web. Even cruiser sized ships have a big chance to escape that way if the pilot knows what he does.
Scramblers don’t “stop” your ship in space, they just deactivate the mwd. And even the web is not enough to prevent you from reaching the gate in seconds with the speed you allready have taken up. A proper fitted frigate should easily be able to escape a solo dictor that way.
