This is, by the way, still a big discrepancy between the FW spaces. Both Gallente and Minmatar cannot have their War HQ systems become Insurgencies. Caldari and Amarr War HQs are regularly Low Sec’d by Insurgencies. When are you going to fix this?
I recommend making only true rookies start in the new region. I guess >95% of newly created characters are just alts of veteran players, and it is off-putting for actual new players to see those pilots zip through their space. People who do not respond to messages, leave their worthless rookie stuff floating in space etc.

Yes, you can guide new players to any space. I just don’t think that teaching sov null mechanics should be a part of New Player Experience, something to be done in the first 24 hours or similar… And I can’t understand how some low-sec tutorial means that we have to remove other regions from the game. Why can’t Exordium or High-Sec exist in your “unlimited horizon”?

Yes, this will attract many new players, indeed. The difference is that these people will have a much better NPE experience, than you or I did.
In all seriousness, if you want low-sec tutrials, I can’t see why we would have to remove Exordium (and/or High-Sec) from the game. You’re just being a bit dramatic here and your issue lies elsewhere.
All we’re getting here is the starter systems being moved into one consolidated region. New players were off limits in PvP, so that is now done by the region basis. And if people who started playing EVE in high-sec were able to transition to low-sec and similar, I can’t imagine why people won’t be able to have the same outcome if they start in Exordium.

No, they have been crying about it for ages because they don’t know what’s going on. Exo will make this even worse because new newbs don’t get in touch with the actual EVE at all.
New players are not off-limits for PVP. They are off-limits for Griefing.

Doubtful that you wanted to show this. You are misrepresenting things. Sov null is an advanced mechanic and feature of the late game. That has nothing to do with new players per se. My Low sec suggestion is about teaching them how to navigate dangerous space and what to expect in more dangerous areas of the game.

I agree that the Caldari and Amarr both get insurgencies more often, but that doesn’t mean that Intaki and Amo are somehow immune to it. They actually have been taken before. They are all able to become fully corrupted, the only blockers are 0.8 systems or suppression 5. The current Angel one actually has a good chance of spreading that way now.
How do you mean “not anymore”. It always has been and will be. Don’t you remember events like Hulkageddon, Burn Jita and the like? Or the current ganking campaigns?
People already announced their intention to hell camp the entry and it will happen. Maybe you misunderstood me talking about ganking in Exordium. Of course i am not talking about ganking in Exordium, but where it is mechanically possible.
And that is the already obvious problem: if Yulai is also made gank secure, then it will just happen in the next system. Somewhere the exit will be or that 1.0 has to spread like a cancer through all of highsec.
And it is not like those newbies will come out in perfectly fitted expensive large hulls either. Some cheap smartbombs will suffice. You won’t even need elaborate and large gank fleets.

I need a progress report on how you’re doing on implementing my requirements for the new tutorial.
Ie a part of the tutorial needs to have you actually participate in PvP, not just stasis web a rat as if that’s in any way instructive. Make a special rookie FW plex that is free-for-all and only permits corvettes with civilian fittings through the gate or something.
To elaborate, start it out by demonstrating what the different modules do. “This one slows them down so you can keep them in range of your guns, it’s a good idea to fit if you’re using short-range weapons”, “this one stops them from escaping”, “this one attacks their capacitor rather than their hp, which can prevent them from using their weapons or modules against you”. Then hand out five corvettes, five of each civilian module that has been demonstrated (presumably AB, MWD, point, web, neut, maybe tracking disruptor), ten civilian blasters/autocannons/pulses and ten civilian railguns/artillery/beams depending on their empire, and tell them go to the “arena” and lose them all in honourable combat against their peers. This could be implemented without getting rid of your asinine “safety locked to green” plan, by simply having the “FW training arena” plex be under an effect that applies limited engagement where players can attack other ships in the plex, but not capsules. And of course you personally will sit in GM client and monitor these plexes 24/7 to make sure older players aren’t abusing the newbies, as you will also personally sit and make sure nobody exploits exordium in any of the other ways we’ve already told you it will be abused, or any of the countless methods we’ve yet to think of.
