I’m not here to discuss about PLEX price but I would say it’s obvious time doesn’t solve PLEX prices ascending. It’s natural it’s ascending because PLEX change has encouraged huge demands for many ways in NES. The matter is that CCP themselves has said it’s the matter across communities but haven’t solved yet.
PLEX and Excavators/SkillInjectors are the examples to show CCP has failed to balance the game.
As I said, it’s natural and I won’t be surprised if this hypernet relay were the beginning of true P2w or lootboxing.
They were a good start, but they can’t really be called a ‘fix’. Not when there’s such glaring problems, and the only reason CCP refused to work on improving it was ‘too hard’.

Quite likely because doing a straight [$$$->PLEX->Gamble] is going to run afoul of EU court rulings on in-game gambling (FIFA’s [$$$->Token->Gamble] having already done so).
It seems they may be ahem gambling on a [$$$->PLEX->HyperNetWhatchamacallit->Gamble] somehow being determined to be fundamentally different and acceptable.
You are playing with fire. In addition to the moral ground, the fact that children play this game and the fact that items won’t move magically faster if overpriced ( besides exploiting adrenaline rush and gambling addiction mechanism), it’s legally fishy.
In France, you could use a loophole saying that your virtual raffle ( =/= IRL strictly restricted) only give objects only existing in your platform with no way to RMT them. That’s the legal loopholes for raffles/lootboxes for now ( European legislation is on construction)
BUT and there is a but, the worth of a prize to qualify a money gambling is not limited by this definition.
If your prize represents something ( goods or services) you can buy directly or indirectly with real money, your prize is considered as worth something financially and subject to gambling interdiction since the output can be traded in-game for services for which the customer could have paid directly, including free game time.
There is even a specific article about banning free game time as a gambling reward because considered as a financial product.
So if you win the raffle, sell the item for isk, convert the isk into plex = plex being something you can buy directly with real money = French government ban.
EDIT : Even better : if people use your raffle to gamble skins and those skins are available in your CCP online store for real money = even faster French government ban.
EDIT for clarification. To be considered as money gambling in France, 3 conditions must be fulfilled :
1/ Hope of a gain ( directly exchangeable for cash or having an estimable financial value if can be bought by other means).
2/ Hazard
3/ Financial sacrifice from the player to participate ( even if you can have free tokens, the important part is that those tokens CAN be bought with real money directly or indirectly).
If it fulfils those 3 conditions, the gambling is illegal.
For instance, a raffle with tickets potentially being bought and with a free tattoo as prize is illegal. Of course, you can’t cash out or resell your tattoo : the won tattoo is still considered as having economic value since you could directly have paid for it.

Dear CCP,
It’s been quite a while since I’ve played, but this isn’t exactly a welcome feature to come back to.
To put it bluntly, online gambling (which a lottery of tokens for a reward is constituted of), is illegal in quite a few countries, and quite a few USA states still. It is illegal in most middle eastern countries, and quite a few Indonesian countries. And a handful in Europe too for that matter.
Your lawyers need to do a little research and not just promote ideas that product owners come up with.
Now, don’t get me also started on CCPA and the variety of other data laws that you have to adhere to as you retain personal information for citizens in various countries.
Want some help with this? Let me know. Vile Rat’s not with us anymore but man this is certainly a thread I’d eagerly wait for his input on.
Exactly the same point as was made regarding UK Law - mainly due to these being EU-enforced laws and as such the same laws that govern Icelandic companies of which CCP is one.
