I was wondering if it is legal to send ISK between my characters and accounts. even though some of these characters are on a different Email?
I mean billions like 30b to 40 b

Yes it is legal !
No different than sending billions to another player for services
Yes, there isn’t even a transaction tax. So it’s quite common to run a trading or industry char who makes money and fighting chars who burn money.
