Enter Jetunba Operational Command

After months of preparation, sacrifice and collective effort, the Jetunba Do’bara Astrahus has been brought online in Dammalin.

Jetunba is not a fortress raised for conquest or profit. It is a sanctuary: a place for refugees, the homeless, the displaced and those escaping slavery to find safety, medical treatment and the chance to build a life beyond survival.

Its doors opened—and the first refugees arrived almost immediately.

THE OPENING WATCH

During Jetunba’s first operational hours, 33 refugees reached the Hearth. Fourteen have already departed through resettlement and onward-support routes, while 19 remain under Jetunba’s protection.

The sudden arrival of people into a newly activated settlement exposed its vulnerabilities. Food reserves were incomplete, medical teams faced an outbreak without adequate scientific support, and the growing population placed sanitation and habitation systems under severe strain.

Beyond the hull, the warzone offered no respite. Angel Cartel activity around Bosboger, hostile action near Amamake, and continued Amarrian pressure created a climate of regional insurgency and encirclement anxiety. Jetunba’s residents had escaped immediate danger only to find the conflict gathering around their new home.

CAPSULEERS ANSWERED

The response began with charitable contracts carrying water, coolant, wheat, frozen food, dairy products, antibiotics, holoreels and other essential supplies into Jetunba. Capsuleer Caronos alone delivered 6,600 units of Proteins, strengthening reserves as the refugee population continued to grow.

When sanitation crews were overwhelmed, capsuleers completed emergency personnel operations and brought 11 Janitors into the settlement. Their arrival cleared the immediate sanitation failure and brought the waste and plumbing backlog under control, although staffing pressure remains while crews rotate through their duties.

When illness spread through the habitation decks, capsuleers delivered 100 units of Vaccines and deployed 10 Science Graduates to support diagnosis and treatment. The Medical Outbreak was resolved, the expanding treatment backlog was halted, and the feared Medical Capacity Collapse was brought to an end. With their work complete, the scientific team was released from its emergency posting.

The initial Marine Welfare Strain returned to monitored conditions, and the first wave of Humanitarian Overload was brought under control.

Outside the Astrahus, pilots took the fight to those threatening the settlement. “Jetunba Do’bara – A Message to the Angels” was completed against the Cartel, while further anti-pirate and counter-plexing operations were mobilised to defend the approaches to Dammalin.

Supply efforts continue. The first 350 units of Protein Delicacies delivered through Better Foodstuffs have already entered Jetunba’s reserves—the beginning of a much larger relief objective.

THE HEARTH STILL NEEDS YOU

Jetunba has survived its first hours, but it is not yet secure.

Food shortages remain. The Angel Cartel insurgency continues. Warzone pressure and encirclement anxiety still weigh upon residents, and sanitation crews remain stretched by the growing population.

Every contract accepted, every person rescued, every supply run completed and every hostile force driven back now has a direct effect on life inside Jetunba.

This is a living settlement. Its population changes. Its reserves are consumed. Crises emerge, consequences take hold, and capsuleer action determines whether Jetunba recovers or falls deeper into emergency.

The structure is online. The lights are burning. There are people behind every bulkhead who now depend upon us.

The last twenty-four hours at Jetunba Do’bara have been characterised by extraordinary logistical triumphs that stand in stark contrast to a fragile psychological climate. Our total population has grown to one hundred and twenty-four residents, comprising ten marines, eleven janitors, forty-three tourists, and sixty refugees. This follows the recent arrival of one tourist and two refugees, alongside the departure of two refugees.

Despite the resolution of several severe material crises, the mood aboard the settlement remains dire. Morale sits at a critical 1.03, having suffered a further decline over the last day. This fragility has manifested in a new warning-level scenario of rumour and panic. False evacuation orders and casualty reports are currently racing through the habitation decks. Residents are overwhelming help points and acting on messages that no authority has issued, though the settlement watch is still assessing how capsuleers might best assist in calming this specific unrest.

Fortunately, the severe internal threats that previously plagued Jetunba have been broken. The leadership crisis, crime surge, and violence against our relief coordinators have all subsided, allowing civil order to return to a stable condition. Furthermore, the severe sanitation workforce overload noted in previous reports has been entirely resolved. Sanitation staffing capacity has recovered to a stable state, relieving the unsustainable physical burden on our cleaning crews.

This internal stabilisation is largely due to monumental logistical support from the capsuleer community, which has entirely resolved our recent food shortage and marine welfare strain. Astet Horoon’e provided an astonishing wave of charitable material donations, delivering 45,900 units of frozen food, 50,000 units of dairy products, 10,000 units of wheat, 899 holoreels, and 100 vaccines. To finally break the insurgency, sustained pressure is urgently required. Capsuleers are called upon to undertake regional anti-pirate patrols by creating or importing combat contracts to eliminate hostile vessels in or around Bosboger. Additionally, pilots must execute pirate faction interdiction operations targeting capsuleers aligned with the Angel Cartel near Bosboger. Fulfilling these combat mandates will directly clear our approaches, reduce the external pressure on Jetunba Do’bara, and help restore the shattered confidence of our residents.

This population explosion is the direct result of two severe, active crises: a Local Insurgency Refugee Panic and a Neighbouring Insurgency Refugee Influx. An insurgency operating within Dammalin and its neighbouring systems has triggered mass panic, displacing families toward Jetunba. Refugees are arriving at up to five times the normal rate, completely overwhelming our registration halls and temporary reception areas. We are currently awaiting a capsuleer response to help manage this overwhelming humanitarian burden.

Despite these overwhelming challenges, capsuleers have mounted a relentless defence of our approaches. We have witnessed a staggering demographic crisis, with our housed population more than doubling from just under a thousand to well over two thousand displaced civilians. This relentless influx, driven by the severe insurgency in neighbouring systems, has overwhelmed our registration halls and placed an unprecedented strain on our life-support reserves, sanitation rotas, and medical facilities. I have had to remind the administration team on several occasions that panic is not a recognised logistical strategy, nor does it expedite the processing of refugee intake forms.

Our internal stability has been equally precarious. We have navigated severe civil unrest, a critical medical outbreak that breached containment, and pervasive encirclement anxiety stemming from the Amarr militia and Angel Cartel forces at our doorstep. The loss of life to widespread disorder and disease is a grim mark on our ledgers, one that I do not take lightly. Yet, despite these compounding disasters, the week concludes with a remarkable surge in public contentment, driven by the defeat of the Alakgur insurgency and the tireless intervention of independent capsuleers.

We remain entirely dependent on these capsuleers for our survival. Their logistical deliveries of water, proteins, vaccines, and security personnel have been nothing short of miraculous, even if their administrative paperwork leaves much to be desired. As we look to the coming week, our focus must remain on sustaining this fragile equilibrium, clearing the remaining pirate patrols, and ensuring our sanitation and medical teams are adequately staffed to prevent further tragedy.

The demographic crisis at the Hearth continues to escalate beyond our most pessimistic projections. Yesterday, our temporary reception areas housed seven hundred and fifty-four displaced civilians; today, that number has climbed to nine hundred and twenty-two, pushing the settlement’s total population past one thousand. This influx is driven by the severe insurgency displacing families toward Dammalin. Our registration halls are completely overwhelmed, and I have had to personally intervene to ensure the intake forms are filed in triplicate, despite the protests of the exhausted reception staff.

Morale has plummeted to a critical seventeen points, driven by severe encirclement anxiety as the neighbouring system of Olfeim fell to Stage 5 pirate corruption. This anxiety manifested in widespread disorder across the habitation decks, tragically resulting in the loss of one refugee. I have dispatched additional wardens to the communal decks, though their effectiveness is hampered by the sheer volume of frightened residents.

We recorded another tragic fatality today due to the ongoing widespread disorder. To restore control, we urgently require further security deployments and humanitarian supplies.

Capsuleers Caronos and Altaert Ongrard have made notable contributions, delivering squads of marines and shipments of small arms. Today’s census confirms one thousand, four hundred and eleven displaced civilians now aboard Jetunba Do’Bara. The sheer density of bodies in the habitation decks is testing the limits of our environmental scrubbers.

Morale has climbed to a healthier fifty-five points, though civil unrest remains active. The medical outbreak, regrettably, has worsened, with the number of infected refugees in quarantine rising to fifty-nine. The scientific staff are working double shifts, fueled entirely by a charitable donation of synthetic coffee from capsuleer Alaska.

Our core life-support reserves have been massively bolstered against the exploding population, averting a catastrophic food and water shortage.

The situation deteriorated sharply today.

Our population surged to one thousand, six hundred and fifteen, and the strain finally broke the public’s resolve. Morale suffered a catastrophic collapse, plummeting to a critical low of just under ten points before recovering slightly. This despair, driven by severe encirclement anxiety, escalated the civil disorder to a severe state.

Frightened residents began barricading accommodation sectors, severely disrupting our internal logistics and requiring immediate intervention.

To help restore order, capsuleers Astet Horoon’e and Alaska successfully delivered shipments of small arms, whilst Astet Horoon’e also provided a vital deployment of marines and a charitable supply of holoreels. I am told the holoreels have been highly effective at distracting the populace from our precarious situation.

Furthermore, Anrir Aedik and Kenny Camerman delivered sixty thousand units of foodstuffs, and Kenny Camerman and DeT Resprox provided essential janitorial staff, preventing a complete breakdown of our sanitation grid.

We urgently require substantially larger medical reserves and additional scientific personnel to prevent further casualties.

Conversely, the settlement’s overall morale has seen a vital recovery to twenty-three points, driven by a buoyant mood sweeping the decks following the defeat of the Angel insurgency in Alakgur.

Refugees and long-standing inhabitants are celebrating together, a stark contrast to the mourning in the medical wards. This renewed hope is currently preventing morale from collapsing entirely, though civil unrest remains a persistent issue.

The medical outbreak has deteriorated significantly in the wake of yesterday’s containment failure; the number of infected refugees in quarantine has nearly doubled to one hundred and nine. Our medical teams are stretched to their absolute limits.

Capsuleer Alaska successfully completed freelance operations to deliver twenty-five units of vaccines and five science graduates, whilst also providing a charitable donation of four hundred and twenty-two vaccines, which has narrowly prevented a total collapse of public health.

Morale has continued to recover, rising to over thirty-nine points, sustained by the lingering buoyant mood from the Alakgur victory.

However, the sheer volume of people has triggered a sanitation workforce overload. Waste removal and habitation cleaning are falling behind, and I have had to issue an urgent request for additional janitorial staff.

While I find this collective optimism statistically improbable given our overcrowding, it has significantly strengthened public order and reduced the impact of our ongoing crises.

Crucially, we have seen a vital improvement in the medical outbreak, with the number of infected refugees in quarantine nearly halving to sixty.

This recovery is a direct result of the emergency vaccines and science graduates delivered by DeT Resprox, Alaska, Caronos, Altaert Ongrard, and Anrir Aedik.

Furthermore, the sanitation workforce overload was addressed by capsuleer Laewateinn, who delivered the requested janitorial staff, allowing us to finally clear the maintenance backlog in the lower decks.
