OK, here’s my trick. Check any toon’s bio as you fly about, in a short amount of time you’ll find some sucker with a mining permit. Copy permit, and put it in your bio when mining.
Hard to believe those Code plankton have a way to instantly check the validity of a permit.
Or just find an obscure, out of the way system/constellation and stage your mining alt there, along with your mining ships and kit. Code guys are infesting Caldari space, so give Domain a try. It’s big and has a lot of obscure systems. Yeah, you have to travel a bit, but what did your last ganking cost you?
