Caldari are institutionally homophobic, viciously so in the recent past of the lore.

What about them?
Fatal and Rabbit left CalNav for various reasons but primarily, one was passed over for promotion, and another blamed for an accident. Nothing to do with LGBT stuff.
While its heavily implied they’re together in various media, its never something explicitly stated, and largely comes after they went AWOL.
You’re probably thinking of the one Guristas officer who was gay and did get the boot fron the Navy because his father was an admiral(and prick) who considered him an embarrassment, more than any actual institutional homophobia
There is a social stigma that can be read in, of course, but the megas and other State institutions largely don’t give a ■■■■ what you(the general ‘you’) do off the clock as long as you aren’t actively ■■■■■■■ things up. This includes the hiring of same sex companions/escorts(which are a thing provided by a myriad of assorted services in the State), or seeing same sex coworker #62 at their apartment on level 7, you just don’t flaunt that you’re doing so. The same way a straight Caldari wouldn’t be flaunting that he or she is hiring escorts themselves, or aggressively shagging an opposite sex coworker.
Is this to say institutional homophobia doesn’t exist somewhere in The State? ■■■■ no, its an empire of trillions afterall, but its not inherently and viciously homophobic, just largely indifferent and less socially flexible.

I’ve always assumed Caldari are very rigid. State and corporations first, your personal needs last. If the Big Corp wants babies, you better make them.
But outside of that, I don’t think Caldari really care who you fooling around with, as long as the needs of the State come first.
