frigs dont do well brawling many barges/exhumers, certainly not proc or skiff if fitted for defence and they have tackle etc.
Exhumers are a whole different beast, and you know it. A solo skiff is just as likely to be bait as anything else.
Barges are not defenceless, to assume they are just means you dont know how to fit one or which ones have good defences.

Proc and Skiff lose mining bonuses for slight combat boost so yea they have a decent chance. Saying the other hulls have a chance though is silly. Maybe if your trying to kill them in a T1 fit frigate.
There is going to be such mayhem in null that High Sec should get in gear and prepare their factories to keep up with the influx of ship and module demands coming from Null.
