Those LP Stores don’t exist anymore as the underlying PVE LP farming activity was removed years ago.

i was able to find exactly where to redeem them though. Just need a character that has any left over

If this is the Gallente version of ‘Republic Fleet Ordnance’, then LP stores are perfectly active in the game. There’s just 1 single system per faction where those stores are located.
