I’ve previously talked about Highsec ESS so I wont go into depth about the idea or reasons why I think it should be implemented, but the summary is it’s effectively the shadow war event as a permeant feature.
With the Intaki syndicate being taken over and scattered, they are a prime place to leverage the idea of attacking the empire banks. So the faction would focus on smuggling, hacking, and bank raiding.
