Kinda in the same way, Blue donuts can be avoided by providing things that can only be won by one alliance and nothing else. You won’t be able to share whatever it is with another alliance, unlike ISKs.

Well, it happened several time few years ago, they buffed mining barges EHP and added low slots on freighters. But people worked and found a way to counter that.

Ah, that takes me back.
I don’t know exact dates, but I know of three direct nerfs that are often spoken about when this subject comes up.
1: The biggest one is the time for Concord intervention. At some point, the response time was cut in half across all of highsec, meaning that Concord arrives in grid much faster to blow up aggressors.
2: There was a time where insurance paid out regardless of how you lost your ship. In that time, larger ships like battleships were often used to suicide gank. Then insurance was modified so that losing your ship to Concord negated the insurance claim, thus forcing gankers to downsize their ships.
3: Very recently, all hulls were given an HP buff in the form of hull resists (which still do not make sense). A portion of the DCU hull resists were taken off the DCU and put passively on all ships, even ships that could not fit them.
All three of these changes increased the pressure to overcome the “HP wall” of a target - any target, before Concord arrives on-grid to destroy the aggressors. Each time it made it substantially harder to successfully gank a target without a concerted, organized effort to do so. In effect it removed casual ganking and steered it into the realm of specialized corps (probably the entire point of the nerfs).
This does mean a random pilot in a Moa is pretty darn safe regardless, while only high-value targets are generally pursued due to the high cost and stress in attempting a gank.
While people will often try to cite specific examples of things that made a specific ship class harder to gank, I just wanted to focus on the more generic nerfs that encompass all of ganking since ganking is much more than the more famous examples of freighters and miners.
There is probably more than those big three, but I’ll leave that to the EvE historians to fill in. I think that those big three should still satisfy your question.
The change to the barges and exhumers took place two and a half years after the DPS of the Catalyst was effectively tripled, some ships were given a decent tank, others are still very easy to gank…
So when you call that a nerf you are ignoring the massive buff before hand which resulted in a massive loss of hisec players.
True, not the best example. But nonetheless, actions have been taken to make gankers life more complicated. And each and every time, gankers get more efficient and more specialized.
