Everyone could see the bias and advantage you where trying to maintain, not to mention its self-contradicting issues and mechanics flaws.

Yeah. Itās kinda of tough for them to balance. Just shooting them because you think they make a good target and will make for some interesting fights is suppose to be a valid reason in a sandbox game. And while the defender does have a dozen strategies for evading the war, that isnāt very satisfying for you, or them if they choose to dissolve their group or play something else.
Best would be to stratify things and let people who donāt want wars play the game in the way without them, and hopefully that will increase the chance you get some content out of the remaining pool that do opt-in to wars. Of course, in reality you will still often get blueballed, but at least no one will feel like they canāt play the game as there will a reason that group opened themselves up to wars, and a clear method to stop them from happening.
Itās definitely isnāt an easy problem to solve when there is such diversity in what people want out of this game.
Since youāre putting so much effort in it, I might be interested to give you the highseccerās view on it so it stands a better chance. Make sure to share it somewhere accessible (dunno what wardec discord is nor how to read a document there).

I agree. I also think the proposal you write up has some stuff that actually improve the things that people who want to dodge wardecs can do and not just a removal of the mechanic.
Iām not only not done, the first draft is only a quarter of whatās needed and that already needs to be read through by Pedro. Iām not sharing anything until itās done, and you can rest assured that I am thorough and proper.

I like your idea of contracts for war dec. I also like the idea for bounties and killrights which Pedro mentioned. This could all be tied into a major revamp for high sec conflict and would work much better than exclusively tying it to structures. There are many instances like your first example where one corp just wants to get rid of their mining competition, who may not own a structure.
The only concern I have at this time is, your system seems very difficult for the āhunterā merc. I used to be a hunter back in 2012-13 and found it very fun and challenging. As a single merc, the potential list of contracts that would be available may only be a few if any, so what do you do in the meantime? In theory I may go days or weeks without a contract and my biggest concern is a single merc would be completely shut out with your proposal.
How would you ensure the mega merc corps do not gobble up every contract, leaving nothing for small corps or single mercs?
Also, you should totally send your idea to every CSM member to try and create as much discussion as possible.
Itās pretty difficult to predict what actually will happen with that system. Maybe corps will also prefer local mercs if you go to a region and advertise. I would not worry too much about specific roles. If it has value as a service to other players it will probably work.
