Why not make high-sec structures killable by default? Does the fee matter?

It would be great if you could own structures in high sec without having to worry about PVP.
Its kind of boring when you have to treat highsec the same way you treat low and even null in terms of owning structures
The solution is to allow both ways.
Means:

you have the option to somewhat idle-mining, just sitting in a standard belt, letting your lasers cycle on some rocks and compress every so often. And since that activity doesnât require much attention, skill or effort, it gives mediocre results in income. Consistent, chill, but not great. If you like you can scale it by using 3, 5, 10 accounts.

you also should have the option to specialize for high-value-high-effort-high-risk mining activities. Giving you MUCH more income if you are successful. But requiring MUCH more knowledge, attention and effort to pull it off. A design that hardly allows any multiboxing but allows people to face real challenges while doing their favourite activity. Bursts of radiation, dust clouds, magma chambers, ancient relics, instabilities and all those things could increase your profits if you manage them quickly and correctly, but also endanger your ship or the entire fleet if you donât.
Then everyone has the free choice: go the low route or the high route. whatever he thinks is right for the moment.
Literally every game has resource gathering as boring and brainless as it is in Eve.
Use a holding company using another character (each account allows 3 total characters at no extra cost). Grant yourself full access to the structure even though your main is not in the same corp and boom- no war decs can target you. Your structure is at risk, but you yourself get to continue to enjoy Concord protection.
Itâd be nice to own structures in high sec without PvP or ganking risks. This would heighten the nuance between high and low sec, making the game more interestingâcurrently, low sec feels less badass since high sec is too similar in terms of risk.

Sure they can and structures, core and fuel prices might increase. So any change like this should be clearly communicated well in advance.
You might want to explain how exactly players can remove a structure in HS without PvP.
