similar to moon mining on a smaller scale small chunks of ore should break off the asteroid and be carried over to the ship by the mining drones.

Isn’t that how it works. They break off part of the asteroid and dump it in to your ore hold.
I think, what he wants, is that the drones move it to the ship first so they don’t have to go back and forth. It’s basically a stealth “increase isk/hr” request.
