How is “I want a POCO on that planet but I do not want to fight the current owner for it” not reduce conflict?
You answer it it yourself. Imagine what the current owner would do if you set up your own POCO tho

Yes, but it seems like if nothing but the limit is changed there would be too many POCOs per planet
So a POCO soft limit would be nice. For example Ice Mining has a soft limit, if too many people do it, the ISK / Hour falls, and eventually mining other things are more profitable and thats what people start doing.
