Does anyone know where the ore prices come from? Is this a regional price or an average from across EVE as a whole?

All market prices you see, are based on a regional average. Once you move to a new region you will notice the prices change.

Keep in mind, the actual ore prices are NOT really reflective of their value. No one is moving Monazite, and selling it in a hub because it’s too large.
